The definition of F as the smaller of the yield point and 70 % of the tensile strength is not in the notification. It comes from 5.1 of the AIJ Standard for Allowable Stress Design of Steel Structures (2019), whose Table 5.1 lists the same values as this table.
Only the steels named in the notice appear here. The 550 and 590N classes are approved individually by the Minister, so the notice does not list them.
